The Watcher is a mysterious Time Lord who has chosen to exist outside of space and time to watch and observe history he also designs and experiments on DNA samples recreating and creating new life forms. His ultimate goal is the recreation of Gallifrey and he is willing to do anything even decimate earth and repopulate it with a newly resurrected race of Time Lords the the only one standing in his way is The Sinner.
Early Life[]
Very little is known about The Watcher however it is highly suggested he was once a member of the High Council and once a candidate to be Lord President. However near the end of the Time War he was thrown out of reality and spent untold years making it back only to find his planet gone.
Rise of the Cyber Emperor[]
Like many inhabitants of the universe The Watcher was affected with by the rise of The Cyber Emperor. He lost many allies and investors (for his experiments) and consequently his efforts to revive Galifrey was ruined. When the Cyber Emperor was revealed to be a former companion of The Sinner, The Watcher reactivated The Sinner's bounty as a form of retaliation.
Personality[]
The Watcher is highly intelligent and at the same time extremely condescending as well as narcissitic. He takes no pity on any other life form except for other Time Lords whom he deems as the perfect race because of this he feels no remorse when he commits acts of genocide as he feels his experiments will lead to the revival of his race.
Identity[]
There is strong evidence to suggest that The Watcher is Torvic a young time lord that bullied The Master and was killed by The Doctor. This is supported by his statements regarding The Master often referring to him as a sniveling little maggot that practically begged to be beaten. He has also made references to having once been burned by the Doctor. Still as he has yet to give his true name the possibility he is Torvic has yet to be confirmed.
